    ADVICE TO ‪ERIAS_LUKWAGO‬

Lukwago it has been noted that from the time you were sworn in as lord mayor, you spend very little time in office. Instead you like to move with idle people like ‪Besigye‬. And being on facebook, Watsup etc. So if I may ask, what have you done so far as lord mayor? Nothing totally.

You have never bothered to seek a meeting with the president to request for programs to benefit people of Kampala. So how are you going to help us? We are tired of people who just talk all the time.

You would have been very brilliant and possibly a future leader if you disassociated from people like ‪Turinawe‬ ‪,Munyaga‬, Besigye ,‪Sewanyana‬ etc etc. Because those are idles who have nothing to do.

Lukwago we the people of Kampala have given you 10 months to see how you perform or else we request our councilors to do the needful. Yet u a wasting time moving around aimlessly.

Mbarara 8 Youth Are Roting In Jail Over Anti-M7 Demonstration

At least eight people are still in custody at Mbarara Central Police Station after they participated in an anti-Museveni demonstration in Mbarara town on Wednesday.

Demonstrators carrying placards had started moving around Mbarara town demanding for the resignation of President Yoweri Museveni and the arrest of the Security minister Henry Tumukunde for the recent police brutality. The demonstration started at around 2:40pm with some of the participants carrying placards that read “Museveni should go”, “General Tumukunde should be arrested” among others.

The demonstrators revealed that President Museveni as the Commander-in-Chief is the one who ordered the beating of opposition leaders and that he should be held responsible for the behaviour of the police.

The protesters who were moving along Buremba road from Bananuka drive were intercepted by police as they tried to enter Mbarara High Street.

They were singing praises for Inspector General of Police Kale Kayihura saying that he has been sacrificed by the government. This was in relation Kayihura’s scheduled appearance at Makindye Magistrates Court yesterday. The police chief did not show up at Makindye, where another crowd surrounded court and threatened to prosecution lawyers.

The Mbarara protesters were picked by police and their placards confiscated.

Bright Muhumuza is one of the people that were protesting who are now in police custody. Shortly before his arrest, Muhumuza told Journalists that the law cannot be applied on the police chief alone.

He said that Lt Gen. Henry Tumukunde should also be arraigned in court since he is in charge of the ministry tasked to protect people and their property.
Benson Muntu Bakinyenza another protester in custody had told journalists that selective application of the law is not welcome. He said that the president should also step down for failing to control of the country.

Jaffar Magyezi, the Mbarara district police commander told journalists that the demonstration was blocked because the organisers had not communicated to police.
He says that the failure to secure permission from police indicated that the demonstration was unlawful.

Rwenzori Forum for Peace and Justice

Iam not an expert on security but as a Citizen from Rwenzori region and having previously attended meetings with leaders from political and cultural leadership in Rwenzori region mostly organised by Rwenzori Forum for Peace and Justice (RFPJ) and International alert I believe I have moral authority to discuss current situation in Rwenzori region.

In a number of times violence does not just come, it is built out of conflict that results from injustice, marginalization and fight for power among others.
Kasese district is a district that has 60% of its land owned by government, it has national parks, lakes Katwe, George and Edward.
It has irrigation scheme of mubuku, copper and cabalt mines, mount Rwenzori, factories like Hima etc.
However despite a number of resources, Kasese has poor and unemployed land less citizens.
An idle mind is a workshop of devil, when you have energetic people who have no work its obvious that they can be used for selfish ends.
Secondly Kasese and Rwenzori at large has many veterans since the 1960s war against Toro Kingdom.
Then comes veterans of NRA and ADF war veterans, most of these have grown up and are not compensated. Despite the many wars they have fought they have not got got anything from government and themselves and their families have been affected, its possible that this anger and frustration has reached a boiling point and can be a source of the demands of so called Yila Republic.
Some of these veterans can be used hoping to benefit from a new adminstration.

Thirdly, our intelligence services are Very weak. In situations like shooting individuals like moslem clerics those are hard to detect coz they are possibly planned and executed by a few people.
But in a situation where people can organize to fight a state, buy weapons, make a camp, ride a barracks etc and all this is done without knowledge of intelligence services is a weakness in our security organs.
How can you have a net work of DISOs, a GISO in every sub county, Parish Internal Security Officers (PISO), 10 crime preventors per village, LC system, Police posts per sub county, a barracks in a district and people can still plan and execute “war” in quotes?
That simply means that these security organs are incompetent and consuming tax payers money for nothing.
One of the problems these officers are appointed on basis of political royalty not competence and they serve political interest not public interest.
During elections DISOs, GISOs etc are used to terrorize opposition and their gap between the population is big. When people take information to police about criminals either such people are arrested as suspects or the police leaks that information to who ever was reported and in the end people fear to report to police or security intelligence information. People fear security organs and can not share information with them,.
And if a whole police battalion can not stop one person Dr Kizza-Besigye from leaving his home, how can they manage security of 36 million people?
Thirdly our security and intelligence services are only deployed to monitor and torture political opponents not state enemies, thats why Dr Besigye a free Ugandan has permanent police officers who monitor him when other Ugandans are being terrorized and dying like cockroaches.
So we must change and redirect our intelligence services.
    ..
Another issue is about a rift between Obusinga Bwa Rwenzururu (OBB) and government.
It should be noted that there has been political differences between government and Obusinga. This was worsened by 2016 General elections where NRM was swept away and Museveni’s Divide and Rule policy of planning to divide Kasese that has been challenged by Obusinga.
Every time a conflict breaks in Kasese the government suspects the Obusinga as the cause and the it reacts with bias and immediately goes for the royal guards of Obusinga.
This in turn worsens the relationship between government and people.
When government reacts by shooting royal guards they also defend themselves and in turn we lose lives yet its the role of government to protect lives and property.
Its unfortunate that government wants to react on a symptom than reacting to the cause.
Unless government does a genuine dialogue with the Obusinga it will never know a clear stand of Obusinga on the Rwenzori conflicts and if government thinks of dismantling Obusinga it will create more problems coz it wont have dealt with the cause.

Lastly I suspect that government may have deliverate plan to cause fear among the Rwenzori population and punish them for voting opposition.
The government and those on power benefit from conflicts for its an opportunity to make budgets of classified expenditures to enrich themselves.
Lastly as I conclude, there is General failure of government to manage our country affairs from Universities, to banks, to salaries of government servants every thing is in a bizarre and the only solution is to have a Change of government.

More victims of Kasese UPDF massacre. The tactic used bý the soldiers is to shoot a person, and then place a machete near the dead and claim he was armed. There is one UPDF pick-up full of machetes.THE PURPOSE IS TO DISORGANISE A REGION THAT TOTALLY REJECTED MUSEVENI IN FEBRUARY ELECTIONS.

I think the problem of kasese people is that they refused to vote for the regime. Thats why they have decided to kill them like dogs. But I thank the cultural leader of kasese omumbele he is still standing with his people in all situation. Even the past regimes did those but where are they. Fellow Ugandans we need to pray for our brothers and sisters in kasese.

ALL THESE CIVILIANS WERE KILLED TODAY UNDER THE ORDERS OF MUSEVENI, WHILE DEFENDING THEIR KING’S PALACE, WHICH YOU SEE IN THE BACKGROUND ABLAZE. ANOTHER 30 WERE LOCKED UP IN A HOUSE IN THE PALACE COMPOUND AND THE HOUSE SET ON FIRE AND ALL WERE BURNT TO DEATH.
